With President Hosni Mubarak returned to office, the EU is now turning its attention to the parliamentary ballots, expected in October or November.The UK presidency this week urged the Egyptian government to allow effective observation of the elections and reiterated an EU offer to send an official election observation mission.“The EU attaches great importance to the role played by civil society groups in the preparation and observation of elections and stands ready to support their efforts,” it said in a statement which highlighted the legitimising role of international observers. With outside observers barred from last week’s polls amid widespread allegations from the opposition of vote-rigging, the EU is anxious for a cleaner election next time. So far Cairo has not extended an invitation to the EU mission.The deployment of observers needs to take place 4-6 weeks before the polls in order to monitor the parties’ access to mass media and to ensure fair voter registration.With the polls expected to take place over several weeks beginning in October or November, according to MEP and former commissioner Emma Bonino, an Egyptian response will soon be needed. “If it is a standard mission then time is running very short,” she said. Reforms of Egyptian electoral rules enacted earlier this year mean that the parliamentary poll could be decisive in deciding who challenges the ruling National Democratic party in the next presidential elections, which are expected in 2011. Under the new rules, parties need to obtain 5% of the 454 seats in the People’s Assembly – or lower house of parliament – to put forward a presidential candidate.Although further parliamentary elections are expected in 2010, opposition parties also have to be established five years before the presidential vote. With ten seats occupied by presidential appointees, the parties will effectively need to take 23 seats in November’s elections in order to prepare the way for their candidate.Around 95% of Egyptian representatives are members of Mubarak’s ruling National Democratic Party, making it difficult for candidates to run without party backing.Independent candidates require the endorsement of 250 elected members from Egypt’s representative bodies, including 65 members of the People’s Assembly.According to sources, some Commission officials have already been sent to the region to assess in case Egypt responds positively to the EU’s offer. Prosecutors said the case against Manafort and Gates filed in Washington in October will continue, although it appears a few charges from that indictment are being moved to the Virginia case. Defendants in tax cases have the right to insist on being charged in their home district. Mueller’s team said they were willing to consolidate the case in Washington, but Manafort declined to agree to face those charges in Washington, according to a separate court filing prosecutors made public Thursday.Manafort’s decision is yet another signal that his defense is playing legal hardball with the prosecution, complicating and potentially prolonging their work. However, his decision to elect two separate, parallel cases will also increase the complexity and cost of the legal defense for both Manafort and Gates.“It’s an absolutely untenable situation for defense attorneys,” said Peter Zeidenberg, a former federal prosecutor now with Arent Fox in Washington. “It’s literally twice the work. It’s twice the money. It’s two different judges.”Some attorneys believe Manafort’s approach indicates he is hoping for a pardon from Trump. Taking a tough line with the prosecution and prolonging the case could stave off a potential reckoning in court, after which the president could step in. However, this strategy means sustaining a costly legal defense for what is likely to be more than a year.“That’s what makes this a freakishly unusual case,” said Patrick Cotter, a former federal prosecutor. “You aren’t usually thinking, ‘What if my client gets a pardon?’”Gates’ legal team has been in flux recently, with his existing lawyers, Shanlon Wu, Walter Mack and AnneMarie McAvoy, seeking to withdraw for reasons that have not been explained publicly. Gates does not appear to have the same financial resources as Manafort and could have more difficulty sustaining a defense. In all, Manafort and Gates laundered more than $30 million in income, chiefly from their Ukraine work, the new indictment alleges.None of the charges currently facing the pair appears to relate directly to the core of Mueller’s investigation into alleged Russian interference in the 2016 presidential campaign. But the special counsel has jurisdiction to pursue certain crimes he finds in the course of his probe and appears to have approval from Deputy Attorney General Rod Rosenstein to pursue some matters the FBI was investigating before Mueller was named last May.Some of the alleged bank fraud appears to have overlapped in time with the Trump campaign. Manafort and Gates joined the campaign in the spring of 2016 to help plan for the Republican National Convention, and Manafort was campaign chairman from May until he resigned on August 19. But the White House has subsequently tried to distance itself from him, with Trump saying at one point that Manafort only worked for him for a “very short period of time.”Gates reportedly continued at the campaign after Manafort left, although precisely what Gates did during that period is unclear.The scrutiny of the pair so far has focused on their lobbying work on behalf of the Ukrainian government and former Ukrainian President Viktor Yanukovych from 2006 to 2015. The initial indictment claimed they generated tens of millions of dollars through that work, which was then laundered through “scores of United States and foreign corporations, partnerships, and bank accounts.”Prosecutors claim in the new indictment that Manafort made various misrepresentations to obtain loans, including forging profit-and-loss statements for his consulting businesses. Longtime Washington defense lawyer Thomas Green of Sidley Austin formally entered an appearance in the case Thursday and consented to the other lawyers departing.Green has a reputation for negotiating plea deals in high-profile cases, but Cotter said he believes that if a plea deal with Gates was imminent, prosecutors would not have pulled the trigger on the new indictment.“It’s very hard for me to imagine a scenario where they had any agreement with Gates for cooperation and then they filed a superseding indictment. That doesn’t make any sense,” said the ex-prosecutor, now at the Greensfeder Hemker law firm in Chicago.Still, the detail in the new indictment about Gates alleged involvement in crafting false financial statements for Manafort’s loan applications adds even more pressure to Gates to cut a deal, lawyers said. While the alleged money laundering in the first indictment is complex and the obligations to register as a foreign agent can be highly technical, the new indictment may be easier to prove to a jury because the alleged fraud is easier to understand.“It’s cruder,” Cotter said. “It’s got a lot of jury appeal … The detail in the superseding indictment sends a message to him that if the case sees the inside of a courtroom with a jury, there’s no way you get acquitted. Over the past few years however, a number of new techniques have been deployed to help combat SPAM in a meaningful way. We get lots of questions from clients with issues around deliverability, so we wanted to throw out a quick, allbeit technical, primer for how you can increase your email deliverability.One option that many people are familiar with is an SPF record. An SPF tells the world where email can come from. For ongoingoperations.com, our SPF record for example (v=spf1 a mx include:servers.mcsv.net ~all) tells the world that we’re using version 1 of SPF and that any of our A records (think website), our MX records (mail servers), and email coming from servers.mcsv.net (MailChimp) can all send email on behalf of OGO. And by “on behalf of”, I mean any email received from any of those IP’s can send an email in ongoingoperations.com domain.DKIM is a public key encryption methodology that works in conjunction with SPF. Since an SPF record is public, a would-be spammer could find the IP’s you authorize to send mail and simply spoof their mail to come from those IP’s. DKIM helps to prevent that by saying in addition to looking at the SPF record, the originator of the mail also needs this valid encryption key. Many hosted email providers, such as Office365 and Rackspace, do not offer DKIM functionality in their platforms. Intermedia offers it with an additional fee, Office365 is supposed to have it later in 2014, and Rackspace has no plans to implement it yet, but SendGrid, one of their recent purchases, does support DKIM. Currently, OGO and Gmail both support DKIM for free.A DMARC record explicitly tells the world what it should do with email from ongoingoperations.com in the event that it doesn’t match SPF or DKIM. Normally, a mail system receiving mail will make a decision on its own, based on a number of factors. The DMARC record says, “Hey, my mail only comes from these systems. I want you to do X with it.” In a DMARC record, you can tell the world you want it to do nothing if the records don’t match, you want it to quarantine the email, or you want it to reject the email. You can also specify what % of mail the action should be applied on. IE, quarantine 25% of mail that doesn’t match or reject 100% of it that doesn’t match, which is what AOL has done. continue reading »
As the US Centers for Disease Control and Prevention (CDC) nears the 1-year mark from activation of its emergency operations center (EOC) to respond to the Zika outbreak and its complications, Director Tom Frieden, MD, MPH, today warned that the fight against the virus is not over.CDC reviews key Zika stepsIn an early online edition of Morbidity and Mortality Weekly Report (MMWR), CDC officials reviewed 10 critical contributions that followed in the wake of its Jan 22 EOC activation.”Fighting Zika is the most complex epidemic response CDC has taken on, requiring expertise ranging from pregnancy and birth defects to mosquito control, from laboratory science to travel policy, from virology to communication science,” Frieden said in a press release.The CDC’s list of accomplishments reflects the broad range of actions needed to understand the complications of the disease, along with how to battle the mosquitoes that spread Zika, the agency said. Some are actions that CDC officials would typically take for any disease outbreak, such as issuing travel guidance, publishing clinical guidance for clinicians, developing and distributing lab tests, and conducting surveillance.The Zika outbreak, however, also required other steps, including monitoring the blood supply, improving access to contraceptives, implementing mosquito-control strategies and developing best practices, and playing a key role in intensive research that established a link between Zika and birth defects, as well as with other complications such as Guillain-Barre syndrome (GBS).The CDC said the work will continue, with protecting pregnant women and their babies as the top priority. “CDC experts in every field will continue to protect women and their families from the devastating complications of this threat,” Frieden said.Other Zika updatesThough Colombia is the second worst-affected country, the way it investigates Zika-linked microcephaly cases may partly explain why levels of the birth defect appear to be so much lower than in Brazil, the Wall Street Journal reported yesterday. Brazil reports suspected cases, then investigates each case, and so far officials there have confirmed 2,228 Zika-linked microcephaly cases. Colombia, in contrast, reports cases only after confirming the birth defect, then confirming a link to Zika. Currently, Colombia has 67 such cases, but officials quoted in the story say the number is expected to rise sharply in the coming months, though it may not reach Brazil’s level.The World Health Organization (WHO) in its weekly Zika situation report yesterday said no new countries have reported local Zika spread for the first time and no countries reported their first Zika-linked microcephaly cases. The organization said, however, that the French Caribbean territory Saint Martin reported its first GBS cases, raising the number of countries or territories reporting the complication to 21.The Pan American Health Organization (PAHO) said yesterday in its update that most regions in the Americas are showing a decreasing Zika trend, but there are some pockets of increased activity. They include Panama, Anguilla, and a few locations in Bolivia and Peru.The CDC said today in its latest case total update that the United States now has 4,808 Zika cases (52 more than the previous week), 216 of them acquired locally. Joe Peters was playing his last game before going over to Ireland for a few months and today he came second, also with a net seventy five but losing the count back to Kevin.
